Osmosis Governance
📜 Background
Osmosis is Layer-1, Proof-of-Stake (PoS) blockchain built using the Cosmos SDK that has optimized its design to be a sandbox for automated market makers (AMMs). The chain enables developers to design and deploy customized AMMs by using its various modules and leveraging Osmosis' on-chain governance system.
Osmosis has an on-chain governance mechanism for passing text proposals, changing consensus parameters, spending funds from the community pool, and for updating Osmosis pool incentives. This repository provides background information on these different kinds of proposals and best-practices for drafting them and proposing them on-chain.(link)
Osmosis users who have Staked their OSMO are eligible to vote on governance proposals. Osmosis governance is driven by the Osmosis community, which has large overlap with the Cosmos community. Much of the documentation this repo is based off was funded by the community fund itself in Cosmos Hub Proposal 23. Governance discussions happens in a number of places moderated by diverse community members such as Discord, Telegram and anywhere else user might interact with members of the Osmosis community.(link)

Methodology
In order to answer the bounty question and conduct our study, we used the osmosis.core
tables of the Flipsides database.
> to compare the voting behavior of Proposal #362 vs other recent proposals, I considered proposals ID after 300 as recent proposals.

Proposal 362: Distribution of votes and voters

The total number of voters for proposal 362 is approximately 24.2 thousand votes. The average vote per hour is 200 votes. The total number of unique voters is 22.3 thousand. The average voter per hour is 192.

84.9% of the votes were "yes", 7.07% were "no" and the rest were those who did not vote and abstained.
Daily changes in votes from November 14 to November 19, 2022, are shown. The highest number of votes was on November 15, which was 13.11 thousand "yes" votes. On all days, the number of yes votes was more by a margin. The highest number of "no" votes was on November 16 and 17.
In the area graph, you can see that most of the area is related to yes, and only on November 16 and 17, the number of yes votes decreased and the number of other votes increased.
- Also, 84.1% of voters voted "yes" and 7.46% voted "no". 5% abstained and 3% did not vote. The highest number of voters was on November 15 with 12.64 thousand voters. The graphs in this section are similar to the graphs of votes. You can easily see the voter statistics and the daily and hourly trends.
Proposal 362: Validators VS Other voters
- 0.5% of votes were by validators and 99.5 % of 24.2K votes, were by other voters.
- In 16th November, 13 validators voted.
- As you can see in the donut charts, The YES vote was the choice of the majority of validators (38.9%) and also other voters. (85.2%)
- It has worth to mention that the NO vote from the validators also has a significant percentage.

1.4% of 24.2K votes, were changed. it means some voters changed their minds and chose other option
If we want to give more details about users' behavior and their votes, we can say:
- 98.7% of voters didn't change their mind, which means about 1.3% of voters chose another vote.
- Among 1.3% of voters, who changed their vote, 266 voters changed their vote one time and 19 voters changed their vote Two times and a voter changed vote more than twice.

The Avg OSMO balance of all voters is 148.4.

The Avg OSMO balance of voters who changed their vote is 1126.

The Avg OSMO balance of voters who changed their vote more than once is 3036.

Most of the voters (19,108 voters) had a balance of less than 1 Osmo, which is approximately 66.5% of the voters. 15% had between 1 and 10 Osmo (4323). 8% of voters had 10-100 Osmo and 8% of them had 100-1000 Osmo. Also, 6.3 percent of voters had less than 1 Osmo and 22.6 percent had between 1 and 10 Osmo. The rest of the intervals are well shown in the chart.

25.7% of voters who changed their vote more than once had less than 1 Osmo (9 voters). And 22.9% had between 1 and 10. 4 voters had between 1,000 and 10,000 in Osmo and 2 had more than 10,000.
As we see, the average $OSMO balance of users who changed their vote option more than once is even 2.5x more than vote changers and almost 20x more than voters!So, by comparing the above charts, we can say the majority of vote-changing behavior on proposal 362 was done by high-worthy wallets (Whales).
Were there Validators among those who changed their vote? As we can see, yes.
- Among the 286 voters who changed their votes, 23 were validators whose final votes were changed.
- The validator “Notional” has changed its vote 3 times and more than all other validators. In the bar chart, We can also see other validators who have changed their vote by the number of changes.
In these donut charts, you can see and compare new chosen votes of voters VS Validators (who changed their votes)
- the most number of vote changes (about 22.3%) was from the option “YES” to option “NO” and in the second place, they change from the option “NO WITH VETO” to “NO”.
- Among validators who have changed their vote on proposal #362, we can see the majority of them have changed their vote from “YES” to Abstain, and on the next ranks we have vote changings from YES to NO.
According to these charts,
- the activity on proposal 362 is more than Average of recent proposals but, the activity was not very high compared to the other recent proposals on Osmosis
- there are many other proposals that the activity on them was more than 362. (for exapmle proposal 353 with the highest participation)

Proposal 362 was passed with 24.2K votes made by 22.3K unique voters.

Mentioned number of votes and voters was not so high compared to the other recent Osmosis proposals and there were many proposals with higher activity of votes and voters on them compared to the 362. ( however, its number of votes and voters was more than the average vote)
