usually Fundamental news for a CryptoCurrency do not have instant Effect unless it's something directly related to transferring money like starting to trade in a new CEX. I don't believe a lot of people know about this event or prioritize it above market overall situation. when all market is down, you can't expect a change of this importance have a great impact on price.
