as we know that, another reason we pay the fees is because state change. the more states change the high fees we have to pay in eth. in wormhole, there are two events when we want to bridge eth to terra. and using shuttle there's only one transfer event only. that's why wormhole bridge pay more gas fee than shuttle in eth to terra
