Arbitrum DAOs: ARB Allocation Strategy

Apart from distributing ARB token rewards to users participating in the airdrop, Arbitrum sent ARB tokens directly to affiliated DAOs. 1.13% of ARB Allocations have been sent to DAOs within the Arbitrum ecosystem. So, what strategy could they follow while making this distribution?
